A conference to discuss the implementation of China’s ‘Going Out’ strategy, as outlined in the country’s Twelfth Five Year Plan, was organized in Beijing by the China National Textile and Apparel Council (CNTAC).
 
At the conference, officials from relevant government departments, financial institutions as well as professional bodies outlined the policies related to the government’s ‘Going Out’ strategy. Representatives of several textile and apparel enterprises also spoke on how to go global.
 
Jiang Hui, chairman of China Chamber of Commerce for Import and Export of Textile and Apparel, said the Chinese textile and garment industry is currently facing the problem of excess capacity and higher cost of production, and going global would be ideal solution to deal with these problems.
 
Mr. Hui said China has become the biggest producer and exporter of textiles and clothing in the world over the past three decades, but several problems are impeding further growth of the industry, china.org.cn reported.
 
In addition to rising costs and excess capacity, Mr. Hui listed weak demand in the Chinese local market, environmental restrictions, appreciation of the Chinese currency and inappropriate industrial structure as other problems facing the Chinese textile and garment sector.
 
Mr. Hui said going out or going global would not only enable the industry to allocate global resources, but would also help in improving brand recognition in international markets.
 
As part of its ‘going out’ strategy, the government would support textile and clothing enterprises in upgrading their technology, improving managerial capabilities and dealing with risks associated with overseas investments, said Chen Jian, former Vice Minister of Commerce.
 
CNTAC chairman Wang Tiankai said the textile and apparel bodies will work towards providing professional services to enterprises, which would include making information available about overseas markets, consulting services, trainings, and organizing exhibitions and conferences.
 
Representatives of large-scale textile and apparel enterprises who spoke at the conference said special attention should be paid to laws and regulations in foreign countries. They also stressed on the need to teach foreign languages as well as overseas marketing and management skills to professionals.
 
The focus should also be on establishing relationships with local partners and governments in foreign countries, building the images of Chinese brands and enterprises in those countries, as well as innovation in design and logistics management, they added.
